off the top of my head, manly makes rods and Malhe makes pistons for it (many others do, but thats just off the top of my head)

99 cobra motor already has a forged crank, so you would need rods and pistons, faseners, then have it balanced, block honed to fit pistons, etc.

how much power you looking to make? If your going to have to go open up all the clearances in the 03 cobra motor to meet your power/rpm goals your prob cheaper to re-do your motor. Just price it all out and see what is cheapest for what your power goals are.

does 99 cobra engine have the Al block with the tumble port heads or B series head? i can't rembember right now.

03/04 cobra motor is already well built, has better heads, has a very efficient heat exchanger built into the intake manifold you just have to plumb it, and a blower already sitting on it. I did an 03 motor into a 99 swap here a few months ago and if you can do the swap yourself and can find a good low mileage its not a bad way to go. That is unless you already have a blower.

If any of the guys that work at / own shops, post that kind of thing, Stangnet might take it as promoting their buisness and will give them the boot.

You could send them a pm, or click on a link in a sig or two, or call their shop, or...
