I talked to a guy about buying a motor he said was dynoed for 340hp at the rear wheels, it's got 24lb injectors, aluminum edelbrock heads, the ford f303 cam, and 1.7 ratio rockers. are there any issues with the 1.7 rockers on the f303 cam?

Assuming you have no issues with piston to valve clearance, you're good to go. The cam doesn't care what ratio the rockers are.

it's the stock bottom end, but the piston tops have been "cut for bigger valves" and i believe he said they were the performers

Just verify piston to valve clearance, you may only have a 1.94" intake so you would only a little deeper relief to fit the cam with 1.7's.

Shoot for .080" intake and .100" exh

I've got 1.7's on my F303 with stock bottom, no issues. I did have to get a different length pushrod though for correct alignment.
