Another vote for PI headswap, or nitrous, either or, but headswap before nitrous would probably be a better idea.

If you know someone that works at saleen with a similar car as you, you could get a s/c for that price. One of my friends also has a 99-04 mustang like me and i know im getting the IV for that price. Just a suggestion

The only problem I would have to pay someone to do the swap for me or wait till next spring. So any other Idea?

Pi intake and cams would be alot easier to do than the complete headswap and gives decent performance gains.

Gears. SFC (don't increase power but firms up car), cams, suspension, brakes, n2o, maybe a used blower.

What way are you wanting to go? How much can you do yourself? Answer those and everyone can give you a better direction to go. I mean if you don't know how to change oil then doing a head swap would be outa the question. Where as if your a fairly decent backyard wrench ninja pulling the motor and building it isn't a stretch.

headswap and intake, or build the suspension: springs, dampers, LCAs, isolators, subframes, and either a panhard rod or watts link

I would atleast do the PI Intake and PI cams. Both can be found @ 100 dollars each used if you look around. With the money you have left get some gears and exhaust.

question for all the experts. instead of a NPI guy buying some PI heads for ~$1500, why doesnt he just buy some VT heads or Fox Lake heads for about the same price? i would think that the aftermarket heads would net more power and better airflow than just the stock PI's

Screw them...They'll get their money eventually... Enjoy your money, don't let someone else enjoy it

The quicker he builds equity in his car the better his next car will be. I cannot see investing in mods if you owe a lot or, even worse, are upside down.

who's paying 1500 for stock PI heads? I'll take mine of the car right now! LOL when people say do the PI swap they are talking about the complete PI kit which includes heads, intake all all gaskets etc to intall on a NPI GT. These complete kits cost @1300 shipped. Definately worth it. You can also peice together the parts used and save some money. Look around guys who get P&P'd heads are always selling PI heads and cams for @ 350 ish.
