17 By 8 Wheels, Exactly How Wide Are They?

Dumb question I know, but they measure 9 1/2 inches from outside to outside, is this normal?

They are measured by the inside but that sounds wide for the out side .
Are they thick rims?

bead to bead they should be 8" wide. outside edge to outside edge, they may add another 3/4" at most. if yours are 9 1/2" wide at the edge, then likely you have 9" wide wheels, not 8".

well that explains some rubbing issues.... They are torque thrust d`s with 4 1/2 backspacing.

I been driving this car for 10 years like this, and it doesn`t rub that much. It looks like with the fenders rolled front and back i could run a 225/45/17, this sound anywhere in the realm of doable?

if the rubbing is minor, then yes it is quite doable. make sure its just the fenders thats rubbing, other wise you may need to do a bit of hammer work on the inner wheel wells as well.
