Yes, removing the gauge panel helps you see what is going on. I also remove the steering wheel AND the steering column to give me plenty of clearance when swapping manual supports.
That's how I did it before on my 67. In this case, I have the support and clutch and brake pedals complete with roller bearings fitting very tight (the clutch spring is a b**** to put on in the car.

Kinda what I suspected (roller bearing mod) It's been a while, but I don't recall taking my steering wheel and column out to swap in the hanger, I guess it would help with clearance.
I usually end up working harder to avoid a little work anyway...
This is possible! I was able to install the clutch/brake pedals and support as one unit by removing the parking brake, vent cable, and driver's side cowl vent extension(?) and working it around the steering wheel column until it fell in place. Toughest part was watching out for the under dash wires.
