1984 Mustang GT Conv't - Stock Shift Light?

I just picked up my first carbed/manual/5.0/Fox pony a couple of weeks ago - 1984 GT Convertible, 5-speed.
(Just a preface to this question: my speedo cable is gone and my ebrake cable was cut off - a relatively small issue considering the price I paid for the car)
To the left of the dash is a column of lights, which either don't work or just aren't being used. At the right angle and the right light, I can make out that one of these lights is for the e-break and one just says "Shift ^".
1. What do the other lights indicate?
2. Should that "Shift ^" light be coming on? I've near red-lined the thing enough times I should have seen it by now, but I don't know if the speedo is responsible for that or if it's based on RPMs.

the upshift light comes on based on optimizing gas mileage... not drag racing, so yeah it is burned out, or just non-op in some other way

up shift light only works on non v8 cars and other light is seat belt warning

why would ford deprive their 5.0 pony of such a feature??

The upshift light wasn't used for the 5.0L until the '85 model year.
