1988 Headlight adjustment/E-Brake?

I have searched all over the forum (at least the first page or two of results,) and also on google, and yet I get dimp. I also need to adjsut the E-Brake. I'm going to go tinker in a bit on the headlights. Any solutions for me are hugely appreciated!

There is no adjustment on the Handbrake, the best you can do is adjust the shoes out back, other than that you may need new handbrake cables.
