1990 fox clutch not engaging

Are you sure the clutch isn't completely burnt to nothing?

You push the pedal in to dissengage it, so by default the clutch is always engaged.

The only way i can think of for the clutch to not be engaged is the quadrant on the pedals getting jammed.

It's a half mooned looking thing with teeth on it that the cable wraps around.
