If that is the driver's side of the car, that is the cruse control vacuum servo. It has a cable that works the throttle.

Can I just remove it like delete it ? I don’t have cruise control anyways

Well if you have that servo, then the car does have cruise control. But yes, you can delete it just cap the vacuum line at the source
