I'm assuming it's the Odometer that's not working.
Is the speedometer working? If so, it seems unlikely to me that there's a blown fuse.
In the link about Cluster Printed circuit foil trace repair there's some information about how to calibrate. This information could help you to trouble shoot where the motors are breaking down. Would be handy to know if the drive worm gear is turning or not.
