2000 Cobra R Air Dam

I was wondering if you guys had any suggestions as to securing the air dam and bumper so that it moves less. If i take the car up to 80mph with the air dam on there is so much down force that the headlights at night are bouncing up and down and also the front end. I am using bilsteins with Eibach pro-kit (same as the R). I know that according to Ford they can take the 00R to 140 with the splitter on. Im not looking to hit speeds of 140mph but i just want to secure the whole front end since the Dzus fastners and the bolts underneath are not enough. The whole bumper moves also any ideas on how i could also tighten up the front bumper. Anything would help.
 
The original Cobra R bumber is much better quality then the after market ones that are being sold. They sag and are not stable like the original. Maybe try some of those metal struts the ricers and nascar guys use to support their large air dams.
