I found a 2000 Roush Stage 2 for sale with only 13,000 miles and they added a ProCharger on it. Very nice car, but Kelly blue book and NADA guides do not show Roush. The bank will only loan the amount of a 2000 Mustang GT. The seller wants $15,000. Does this sound okay?

Now I don't really know Saleen's very well so the link I gave you is for the S281 SC, as opposed to the S281, or the S351 - I'm guessing that the Stage 2 would be the SC model?

You're correct. ROUSH is not listed. Nor is a Stage 2 the equivalent to a SC281.
You could use the SALEEN S281 value as a starting point on worth.
Otherwise, it's worth what you're willing to pay. $15K sounds fair, especially if it's in great condition.

i payed 7500 for mine in june, pretty good shape had 87k on it. needed new rubber all around and the one wheel is kinda messed up.
