Just bought my 02 mustang gt coupe 4.6L, the guy said the traction control is unplugged. Im new to driving manual and my tires like to spin really easily. Its really hard to drive in the rain at all. Can someone explain what he means its unplugged? When i hit the traction control button the light doesnt show up showing its working. I would really like to get the tcs turned back on, please help!

The Traction Control does nothing about wheel spin from a dig except to apply brakes and/or cut engine power when it detects wheelspin.
It is [not] in any way, shape, or form, a traction lock or anything like it.
What happens is this:
You get on it too hard and a wheel starts spinning. The TCS will [cut power] to your engine and leave you hanging in mid air with no gas pedal.
Without it:
You learn how to drive the car and adjust the gas pedal to pull yourself out of this wheel spin and don't get left with (what seems like forever) a few seconds of dead gas pedal.
On my Caddy, I can turn it off. It stays off.
On Mustangs, folks just unplug it.
It is easier to learn the car than it is to try and [predict] when the TCS is going to do something stupid.

Now, if you're the type that going to do your first burnout in a crowd of people coming out a car show, then plug it in and leave it activated. 
TC is part of the ABS system. I believe on 2001-2004 cars it's a bundles package so you can't get ABS without TC and vice versa.
The traction control defaults to ON when you start the vehicle. The button is the means of turning it off. So if you key cycle and start, the ABS and TC light on the dash should go on and then turn off. At that point TC is armed. If you press the button, the LED light should come on indicating it's OFF.
It is common for tunes to delete the TC. It's not very good and was a good way to destroy an engine when you have a high HP combo get a little wheel spin at redline and the ECU pulls fuel. Not good. But with it tuned off, it should be defaulting to having the LED indicatior constantly lit indicating it's OFF constantly.
Unplugging the TC button itself won't disable TC.
So when you start the car, what warning lights come on and stay on?? DO you see the ABS light and TC light come on and go off? Do you have access to ForScan? Or a bidirectional OBD2 scanner?

I dont think the abs and traction light come on at all if i remember. I dont have the car its being worked on rn will update when i get it back
Do you know if the car actually has ABS and TC? It was an option on some models that year.
I believe for ‘02 the GT deluxe had it optional. The deluxe would have the painted silver 5-spoke wheels, clutch seats, base radio, no ABS, although the seats/radio/abs were options.
Pop the hood and look in the engine bay near the radiator fan on the passenger side. Don’t see a large rectangular “motor” with 6-8 brake lines going in/out of it.?

I came up without all the whistles, so I haven’t pursued fixing my ABS/TCS (that was OOC when I purchased the car).
If anyone knows how to turn the ABS light off without disassembling the dash pod and physically stabbing it with an ice pick ((high drama))…let me know. (2000 GT). Cheers!

Well it is a physical bulb, so you can just remove it vs stab.
Other than that, not really a way to shut it off that I know of
