The '05 is goverend for speed AND rpm. I'm not fully informed on the gearing on the '05, but my guess is that in 5th one would hit the speed limiter well before the rev limiter. If 4th it's probably a toss up.
The '03/'04 Cobras are speed limited at 155-160. I initially thought that was due to the chassis getting "light" at those speeds, but that's not the case. It's due to the tire ratings and concerns on driveshaft integrity. My guess is that it's probably similar on the new Mustang.
