We acquired an 08 GT California special. The steering is hard and the pump is whining. Full of fluid. Pump inline filter or rack?

Sounds like the PS pump is going. A sure sign of that is the noise becoming significantly worse when the wheels get close to full lock in either direction.
You could try draining the old fluid from the PS system and refilling it with fresh fluid to see if that improves things.
