306 Won't Idle

I just put together a gt40p 306 combo. I'm having problems with my idle. It idles fine as long as I don't drive it hard. If I drive hard it begins to surge. My mods are 19 pound injectors, bbk ssi intake, 80mm tb, 373 gears, tfs1 cam and Ram xd clutch. Does anyone have a clue as to what may be wrong. I already check for vacuum leaks. Could it be be a eec problem.
