65 stang dash light problem

I just bought a 65 mustang finally and am in the process of making her shine once again, but i ran into an annoying snag. All the instrument panels worked fine, but it looked like only 1 or 2 of the actual dash lights were on. (the amp and oil light, high beam and blinker light worked ok) So i took off the cluster and changed all the bulbs with the new( i think they're 1895 or something) 12 v ones. But now when i turn on the lights none come on, and also the gas and temp gauge spike all the way up. I dont think i snapped any wires but am i missing a ground somewhere?? Also when i turn the lights on they get about 11.85 volts to them, but no lights come on. Please help!
 
the fuel gauge and temp gauge both spike when the key is actually on... any ideas? I just put on a new voltage regulator a few weeks back and everything worked fine, is it possible that maybe somehow it got fried during the dash removal?
