'66 Constant Voltage Regulator

Does the constant voltage regulator have power over all the factory dash gauges? Seems with the new harness, I have no gauges working. Do not know if they worked prior to new harness except the word of the PO. I would say all is installed correct. The car runs good. Interior lights work. No exterior lights hooked up yet.
 
Yup.

The voltage regulator is sat on the back of the cluster to the left of the speedo, with a feed into each gauge (except the ammeter). This then goes through each gauge, to the sender and then to ground. Check you have the cluster grounded (a self tapping screw into the metalwork behind the dash, to the right of the steering column) and that the engine block is grounded to the chassis.
