69 Horn and Turn signals

I had Vintage Air system installed in a non A/C car so my dash was all the way out I saw that before everything in my car worked and now I have nothing I talked to the guy that did the job and he will fix it but there is going to be some time in between now and then because I'm having the hood fixed so in the mean time I wanted to see if I could fix it my self. I had nothing but when I tested the fuse box to install the 12+ assy to my electric choke (that he had hooked to the 12+ and was draining the battery like crazy) I noticed a fuse blown so I replaced it and wow things start working the interior lights memory on the radio.

No horn, I removed the wheel(it was an after market grant) to install a new one(well and old one its the one that came out of the car A rim blow) it didn't work before and now still doesn't when I do an Olms check with a fluke 77 its open and when I push the horn button it closes .

No turn signals, no emergency flashers, nor are the signals flashing out side the car or on the dash and I do not hear the clicking sound when they are turned on.

Any thoughts (if you need any more info let me know)

The horn and the turn signals are working nor did they work before I changed the wheel, they did work before I had my A/C installed (don't think he did such a good job)

Today I removed the trim under the steering wheel I can see all of the wires from the horn and turn signals and they all go to a rubber plug that has a little bend to it and there are 10 wires into the connector but its not connected to anything I think this is my problem where does this connector connect I looked all over under the dash and cant see anything not connected. Would it be better to remove the gage cluster and look there?
