69 Mach reassembly questions

I am reinstalling the hood and cowl panel and need to reinstall the windshield. In what order to you suggest I tackle these? Does the lower windshield chrome trim get reinstalled before the cowl panel? When the car was disassembled, the foam cushions which support the cowl panel for proper alignment were missing, any good suggestions on replacement material as these aren't being reproduced.

The hood can go on anytime but the cowl panel has to be off for the windshield. As far as the foam pads go, all you can do is try and find some closed cell foam to use.
