Drivetrain 6r80 Issue Shifting Into D Or R

My 2013 GT has about 48K miles on it and after sitting for a number of hours has an issue going in to D or R. If I let the car idle for 30-sec to a min it is fine, but if I start the car, wait a few seconds and put it in D or R it will not move. In park, if I rev it a bit then go back into D or R it is fine. It shifts good, no flaring or slipping and this doesn't happen until it sits (all day at work or overnight).

I had a fluid exchange done at the ford dealer and there was no change, but I know the fluid level is correct. Could it be a bad solenoid or something bleeding off pressure that shouldn't? I am not looking forward to taking the ATF shower but i probably have to soon.
