71 mustang electrical issues

Greetings

I have a 71 mustang and it has developed a electrical problem. It seems like it does want to keep any electrical power in the system. As soon as you turn on the key my volt meter will go up to 12 volts then instantly drop to 0. I can hear a sylenoid or something clicking when this happens. If i hook up a car charger to start the car it constantly clicks ( constantly going from 12 volts to 0). Any ideas? I did recently remove the dash for painting but it worked fine for one engine start and then when i went to start it again this happened.

I recent;y did dash work on my '65 and when I was done I had blown out the voltage regulator. I'd check the regulator first, especially if it's not original since any replacement regulator will be solid state (not coils and electro-magnets).
