Engine 85 CFI High Idle

Car idles at about 1100 RPM in park. I took air cleaner off and noticed my throttle isn't opening even after car is warm. I'm sure this has something to do with my idle issues. I've looked over some old threads and understand it's most likely the choke or a vacuum leak. I can't find any leak and the choke at least partially works because the idle goes even higher when AC on. Any input would be appreciated.

Cold engine, move the accelerator lever to let the 'high idle cam' come on for cold start up, does it idle higher?
Let the engine come up to temp without moving the accelerator, just high idle.
Give the accelerator peddle a quick hit, it should come off the 'high idle cam'.
Does it have an electric 'kickup' solenoid for the AC?

Yes it does have electric solenoid. I took that apart and it looks good. Put back together and the plunger attached to it now goes in when car is started
 
Let me do a little looking around, try'n to get a pic in my head whats going on.
Let me say this, the factory settings should never need adjusting, that is they don't change, something else changed, bad gasket, leaky EGR valve, malfunctioning solenoid or somebody changed something.

Here’s video of plunger I’m talking about. This didn’t move at all before I took choke apart and put back together. The high idle is still the same though. 1100rpm in park or neutral. Put in drive and it goes down.

Also worth noting… this isn’t an erratic idle. It’s just straight high idle the whole time in park or neutral. So high when you put in drive or reverse, the car lunges slightly because it’s so revved up at idle
 
^^^^that is why I don't do 'tech talk' in PM^^^^^^ I'm easily confused :kmcoff:
With out knowing anything about the car, I'd investigate the gaskets under the throttle body and the EGR gaskets, I say that because the CFI will react similar to carb with a vacuum leak.
 
Got this video sent to me from someone’s working high cam mechanism… note theirs has way more movement than mine. Mine cannot psychically move that much upwards because it hits the metal post inside the choke spring area as seen in picture below video.

Thanks! I have reviewed that thread. Actually in contact with the person that wrote it. Trying to find out why my high idle cam (black lever) doesn’t move like it’s supposed to. The post I posted pic of is why but not sure of another way to hook up
