the frpp kit is basically an off the shelf explorer setup. the good news is that the crown vic uses the same deal for small bearing axles. ultrastang did a writeup a while back, which covers the swap. iirc,the later police packages came with slotted rotors as a bonus...
Chromedog is correct in the fact the Crown Vic brakes are essentially the same as the Explorer setup (caliper and rotor-wise), with the exception that the Crown Vic calipers are flip-flopped on the axle housing (left caliper mounted behind the axle tube, right caliper mounted in front --while Explorer calipers both mount aft of the housing's tubes), and the fact that the C-V caliper anchor brackets (the cast components the calipers mount to), is designed to fit a small bearing housing, whereas the Explorer setup is designed for a large bearing housing.
I have a set of '98 C-V cop car rear discs in my shop. To my knowledge, none of the C-V cop car rear discs from '92-'95, then from '96-2002 had slotted rotors. All the rotors from these year models were of a solid design (just like the '94-'04 SN95 Mustang V6/GT rear discs --although larger in diameter than the SN95 discs).
The one variation that these year models did have was in the C-V police, taxis and station wagons. They came with stainless steel pistons in the rear calipers. All other common C-V civillian models had phenolic (plastic) pistons within the rear calipers. However, the steel pistons are a direct replacement in the calipers that have phenloic pistons.
In the case of the 2003-present C-Vs, the rotors weren't slotted but Ford did go to a ventillated rotor design in (all) these models. However, the biggest limitaton I see with the 2003-up version is that Ford turned the housing end flanges from a common horizontal position to that of a vertical one. This effectively screwed up the ability in this being a simple swap from the newer models to the old small bearing 8- & 9-inch rear end housings we are all fimiliar with.
