'95 Gt Fog Light Conversion

I am in the process of doing the fog light conversion on my '95 GT, to allow the fogs to stay on with just the marker lights. I have located the harness that needs to be changed (under the center console) but am unsure which wires/pins need to be switched. I was told to reverse the blue/black wire with the black/red but, don't see a black/red wire.

Which wires/pins need to be switched?

Why would you have your fog lights on without your headlights on?

Driving just before dusk. Fog lights give visibility for safety while minimizing wear and tear on my HID's.

I think it's just a stupid reason to get a ticket. My college roomate got a ticket for driving around with his marker lights on.

I'm thinking about running fans too that switch because I don't have fog lights anyway
