Let me start out by saying I bought the mustang with this issue. No the car does not overheat. Every gauge in the panel works but the temp and tach. I don't want any after market gauges. I checked the wiring and its all connected. My mph gauge works, so out of the whole cluster only 2 aren't working. Should I go ahead and get another one?

If this were my car, I would confirm the cluster ground. There are several black wires and black wires with a white stripe. The cluster is grounded behind the center console. The ground is shared by many devices including the radio. This ground is frequently messed up during a radio install.

Measure the resistance of the ground wires back to battery negative. Post.

A set of wiring diagram will make this work easier. PM if interested in getting a set for yourself.
