99 GT - Horn on Steering Wheel not working BUT works with Keyless Remote Access button

I have a 99 GT and need to get it inspected but the Horn on Steering Wheel is not working.
However, the horn sounds when locking with the Keyless Remote Access controller.
Our thoughts that its either the fuse or the Horn Relay.
We have located the fuse location but unable to locate where to replace the Horn Relay.
Anyone have any input?

IF the horn works when locking when using the FOB this PROVES that:

• The horn noise maker works.
• The fuse is good
• The horn relay works.

Sooooooooooo where's the most likely spot for the problem? How about:

• the horn switch on the steering wheel or
• the steering wheel clock spring or
• The ground to the speed controller DG/OG isn't actually grounded. Does the cruse control work?
