The pcm uses ECT not ACT ... to add fuel for the first seconds
after you fire it up

I got to reading in cal edit after my post to see if there was any affect of the IAT on hot start up and couldn't find anything. Now I know why.

In a nutshell ... IIRC ... it goes kinda like this

the startup OL table adds to the base OL table .......
until time or ECT is satisfied

then you are being controlled by O2's in CL
or
stabilized OL table ........
depending upon load
