a new a/c question

Not much info to go on. I'm guessing that when you say that the comp is turning on and off that you're indicating that it working? If that's the case then maybe the valve that controls the flow of coolant to to your heater core is bad. If you mean that the comp continuously turns on and off and doesn't stay running then it could be that your AC charge is low or the pressure switch is bad.
 
I think its low on r12. But why does the low side get cold but the vent in the car are warm.

It may be a vacuum leak in the A/C controls. The A/C uses vacuum to open & close most of the flapper valves that direct air through the system.
 
Its not the valve but it does need r12 because the comp keeps turning on and off.but the low side is cold . Is it very to change it to134. How long does it take.
