A question regarding the mass air swap

I found that link on here that gives instructions on how to re-wire for mass air. When it says
a. The Power (+) wire from the MAF meter harness needs to be spliced into the existing red wire in position #37 of the EEC connector.
b. The Ground (-) wire from the MAF meter harness needs to be spliced into the existing black/green wire in position #40 or #60 of the EEC connector.

does that mean fully cut #37 and barrel connect the mass air wire and leave the other part of the wire hanging out of the speed density harness? Or does it mean "T" in to that wire without actually cutting it?

it means to T into the wires. i recommend removing some insulation from the EEC wires, wrapping the stripped mass air wires around the bare portion of the harness, and soldering them together. you could also cut the harness, and splice both sides of the cut with the mass air wires (i.e. all three together). dont forget to tape or use shrink tubing.
