1999 Mustang SVT Cobra with 19k miles $10500 good deal?

also i read they had problems with the 99's

I believe that is a good deal. The info on the 99 Cobra recall is easily found by doing a search:

That sounds like one hell of a deal. You could'nt even find a GT for that cheap with those miles. I'd be suspicious it was wrecked or something.
