at what point in the bolt on process does one need a dyno tune?

I'm thinking of starting the bolt on thing, but I don't have a dyno shop anywhere near me.
If I do head, intake, tb, and exhaust, but don't mess with the cam, injectors, and maf, would I have a good running car?
I'm out for the best bang for the buck so I was thinking, thumper e7 heads, some ebayed intake(cobra, edelbrock..) 65mm tb, shorty headders and new cat back xpipe (since I have 112,000 miles)
Any other options to the tuning issue?
This is a daily driver car so it has to work when I'm finished spinning wrenches.
