Im in the middle of doing all my wirirng over and my kit came with a ballast resistor. I was wondering if i should intall it beacsue the directions give options on wheather to install it or not. and if i should, where should i mount it?

There is a resister wire between the ignition switch and the coil. If you replaced that wire, you need to put the resister in.

If your running points or one of the older electronic distributers then you need some sort of resistor. if you upgraded to a modern magnetic breaker distributer and ignition box then you dont need a resistor.
