Belt Tensioner questions

Been awhile since I took it all apart but when I put it all back together I was unsure if I put the spacer on the tensioner on the right side or not, does it go on the back side or front side of the pulley? I had it on the front side originally but now I'm second guessing if I put it on the right way. The reason is b/c when I put a socket on the tensioner pulley the tensioner no longer moves like it did before. I'm not sure if this has anything to do w/ the location of the spacer but I always remembered that when I put a socket on the pulley before and pressed down the tensioner would rotate to take the belt off. It does not seem to move at all now??

Thanks kurt thats what I thought but I wanted to be sure.

I dont have a square hole in mine. There is the center hole where the T 50 torx bolt mounts the tensioner to the bracket then the bolt that mounts the pulley to the tensioner.
 
ok I was completely over looking it but it still wont move no matter which direction I turn the ratchet, its just stationary.

EDIT: Found my issue, incrusted powder coat, its moving now though.
