Por 15 and Eastwood Rust Encapsulator do not remove rust they convert it and cover it of the two I like the Eastwood Rust Encapsulator much better. I have heard of some types of acids that dissolve rust very fast and leave base metal mostly untouched, but I've also heard downsides and don't remember what acid it was. I don't encounter much rust here.
