Best way to temporarily stop rust from spreading?

I have numerous rust spots on my car, with the worst on the rear passenger fender well and hatch....its coming through the body in both places. The paint is in good shape everywhere else since I had the car painted a couple of years ago at MAACO (yea I know, that was a mistake but it was cheap and I didn't have money to do it right back then either) So, now i have this little dilemma with the rust. Basically, I'd like to stop the rust/cancer from spreading as best as possible for now. What would be the best way to go about this? Should I take a grind wheel to the rust spots and grind it out as best as possible? What would I fill it in with? It doesn't have to be the best lookin right now, it just needs to stop the majority of the rust from spreading.

If you can wire wheel it first, it would help tremendously. I would then clean it with phosphoric acid, then coat with some enamel or like posted above, coat it with a poreless paint like por-15 or zero-rust.
I think por-15 also sells a phosphoric acid and zinc phosphate combination product. It would be good to use something like this to deaden the rust before coating.
 
I must admit that the Por 15 website looks like it has some pretty impressive products. Seeing as I've never really done body work though, I wanna make sure I get what I need and don't do a half @##d job. Heres what I wanna do. The rear passenger fender wall has several rust spots that i'm thinking of sanding and steel brushing to get rid of the most rust. Then, I'll probably need to build up the area a little so I wanna get some of the body filler products from Por 15, which ones should I get? Then, I'll buy the combo of paint that Por 15 suggests.

Also, my long tube headers are completely rusted and I'd like to atleast make them look decent without taking them off. I see Por 15 has some high temp paints. I'm thinking of getting some of it and putting it on the headers, but how would I go about cleaning as much rust off the headers while its on the car? Some chemical solvents?
 
What product works best attached to a drill to get rust off of a car? I have some rust spots that I want to get off as much as possible before I paint over with the POR-15? Steel brush? Some other product?
