blem/blemished tires

What are these? Are they safe and perform the same as 1st quality tires? I dont want to take any chances if there is even the slightest bit of saftey hazzard. But i do like the prices.

Blems are usually factory seconds like the lettering didn't come out right or maybe have too much run out for what the manufacturer wanted.

Blems are not bad per say, but as long as they are only cosmetic blems who cares.
