Blowing a hose

I have had a problem blowing a hose. I have blown it 3 times within 4 months. I have my car to a couple of shops and they say that nothing is wrong with it. And after the first time it blow, my oil pressure gauge, engine temp gauge, and volt gauge started to get messed up.

What is wrong with it??

Its a 1996 3.8 with a cold air intake and a new thermostat.

Which hose is blowing? The one on top or the one underneath? If you take another pic from farther back we can tell which hose it is- I don't know the '96 as well.

The hose on top looks like it could use a clamp, unless it's a vacuum line.
 
Try draining the system and pull the hose off, and look at the fitting underneath. Make sure there aren't any nicks or ridges that could be damaging the hose. Also make sure you are tightening the clamp over the narrow part of the fitting- make sure it isn't riding up on the flange that keeps the clamp and hose from slipping off the end.
