Brake Problems

I just put some headers/h-pipe on my car last week and a couple days ago I took it on the highway and was going about 120 and realized my exit was coming up and I was going waaaaaay too fast for the off-ramp. I pushed hard on my brakes but to no avail, I hit it going about 90 and i am very lucky we didn't go off the road and into the woods, thank god i down-shifted...but i slammed on the brakes as hard as I could for like 10 seconds and there was no screeching no nothing...just barely slowing down. I was in 5th at the time at a very low RPM and i've noticed that in my car when I am in a high gear/low RPM the brakes perform very very poorly. Sometimes to the effect of me pretty much not having any brakes at all. I was wondering if there was a problem with my brakes or if that is normal, I know Fox brakes suck but I hope not thaaat bad.

Also when I brake hard at highway speeds the car shutters and jerks, I think I might have to get new front pads and rotors. Thanks for any help!
 
Well the only thing it could be is that at low rpm you are not making enough vaccuum for your brake booster. Thus your power assist isn't working very well. It is a good idea to upgrade those brakes specially if you were driving 120mph. i hope it was KPH.
 
The wheel does vibrate, I thought I implied that in my post. I hope its just the rotors/pads because i spend a lot of time cruising in neutral and a car SHOULD be able to break properly when at low RPM. And it was more like 110, yes MPH I know its not smart but noone was on and I was testing my new stuff out.
