budget heads?

Cobra/GT40/Explorer with ported lower, Performer with ported lower, Street Heat stock, Performer RPM with mold port on the lower, RPMII (haven't seen relaible cfm source yet), Holley SM2, Professional Products Typhoon with ported lower, Track Heat stock, enough yet?

a budget head isnt when the flow numbers are so high you need to buzz the engine to get any velocity going to make power!! Powerheads has a good set, I due a good set, or a set of GT40s are a good set ( with minor exhaust work)..on the budget!! you did say budget... cam, intake, gears, weight of the car...ect!! any one of the heads stated above will allow 12s N/A .. some high some low, but solid 12s!! anything else is not budget!! see below!
