cams off a notch?

cams off a notch? on blown oo GT. HELP PLEASE

My 00 blown gt was just rebuild and will not drive. The car starts and idles but as soon as you put any load on the motor like putting in first gear the car choaks and surges. I have taken it to two tuners and three shops and nothing found. Could the cams be installed incorrectly. Like one tooth off. Please help me. Thanks
 
The car has been like this for 8 months. I started it today and it starts and idles fine with a little lope but if you put it in gear there is no power, it bogs and chokes. If the car is idleing and you try to rev it up and hold the rpms at say 2500 rpm's it can't stay smooth. It stumbles up and down.

8 MONTHS nobody can fix it.. you need too start by testing the ignition system.,. see what the ignition i doing when this happens.. you are goign too need some scan tool with igntion test funtion.. liek the ford WDS. then test the fuel system.. see what he fuel pressure is doing when this happens.. if both spark and fuel are ok then retime the cams and see what happens

I can't give you a firm answer because, imho, you need to datalog to see what is happening. Without data, it is going to be hard for you or your tuner to pinpoint the issue. The wandering idle could be off-spec cam timing but it could be due to plenty of other stuff, too.
