Did some more searching and the line in question is from the vaccum canister to this tree. I have the line for the bypass valve hooked up to the tree that should have a line from the vaccum canister. The new question now is where is this vaccum canister? In the fender well? Im in the compartment right now. Wish me luck!

That is the vacuum check valve or whatever. It is used for the HVAC controls inside the cab. And yes the vacuum canister is in the passenger side fender.

Well i got good news and bad news. Good news is i found the line for the canister. Bad news is it's not connected to anything. Guess i have to remove the inner fender well to access the canister to make a repair? What will i be looking for in there? I take it there is a ball canister and a valve or something? Any help would be appreciated.

Should be there... RH fender, just above and behind the front tire. If not, well, thats a good reason someone disconnected it.
