The gas pedal in my car is stiff, it doesen't stick it's just stiffer than the one that came off it (it's a 94 with a fox TB set-up) on my 94 I was just using the return spring on the throttle body and that's how I liked the pedal, now with this cable from a 90 the spring is built into the cable...if I cut it off will I have issues??

dont cut it. If you do you may hurt yourself if that TB sticks open. The most likely cause is you TB is sticking or dirty. Take is off and clean it with a good TB cleaner. Then on the ball of the TB place a dab or grease to help that contact with the cable. Also you can shoot some PB Blaster on to to remove any crap that may be causing the sticky cable and it will loosen the spring up as well.
