can intake stops rpm's

hello

the intake can make the engine not to reach hi rpm's because my engine revs fast up to 5600 rpm then it rev's slow and in third and fourth you dont feel good power i think i need air and i tried bumping up and down the timing and its the same. i have a 306 with the stock intake and TB, 30 pounders with 75mm maff, long tubes headders 2.5 pipes, 274HR cam.
what problem can i have! :shrug:

i have lower ported big! a friend barrowed a 65mm TB im goin to trie it this weekend and see if the car runs bit better and if it runs better then i need air (intake and TB) and the heads are ported little big they have 158cc intake and 62 exhaust with 1.94, 1.55!
