Can you run cats without a smog pump?

I'm redoing a lot of areas on my new '90 LX and I want to get rid of the off road pipe and run mufflers and at least look like i have cats on the car for less hassle during inspection but i dont' have a smog pump on the car and i don't want to harm the cats if i do get them. I live in VA so there's no sniffer test but sometimes they get uptight. I have BBS headers on the car and other than the offroad pipes i dunno what else is going on in the exhaust area, I haven't had the time to really take a good look. Any suggestions that don't cost an arm and a leg? (money's tight these days)
 
ill defer this to smarter folks. yesterday or so, Michael wrote a nice post about it all. my recollection from it was that it is the best to run a pump with the cats.

however, im sure a lot of folks will come in and say that they run w/o a pump.
a fair number of cars dont have pumps (but do have cats) - my take is that as long as the car is really tuned well, the cats should be alright (well tuned=not overloading the cats with too much work).
