Can your Speedo be recalibrated like this?

I'm getting my 4.10 gears put into my 2003 Mustang GT - Auto Tomorrow and the guy who is doing it said he could fix my speedo by I guess adding a gear/ counting the teeth (every tooth is 3mph) then he is gonna see how many times my tires turn in revolution in a mile to adjust my speedo. Does anybody know or have heard of anything like this?

This was on the pre-99 Stangs. The newer ones are contolled electronically, so you will need either a chip or a speedcal to correct the speedo
