car makes a whining sound

recently my car has been producing a whining sound that gets louder with the RPMs like its supercharged or something. It sounds like its comming from the water pump. Do they do this when they are goin bad? When i got my car it didn't have a tensioner pulley and i just put one on, then 2 days later the sound starts up. any ideas?

well i went back and listened again from all sides of the car trying to see if i could hear it from the tranny but it definitely sounds like it comming from up front. I listened all under the hood and it still sounded like it was comming from the the water pump, maybe the alternator. maybe its a bad ground from the alternator? would that make a whine?
 
take the belt off and wiggle the fan blade see if it feels loose. also when belt is off start car and see if the sound is gone.
 
i took the belt off and the fan isn't loose at all, i didnt want to start it with the belt off cause its a serpentine, probably should have specified that my car is a 89 GT. Once thing that i did notice is that the way the previous owner routed the belt when there was no tensioner has the water pump pulley spinning the oppisite way as it is now. thats the only pulley that is now rotating the oppiste was as it was before. can this make it go bad?
 
it wont hurt to start it with no belt. And you must have the water pump spinning backwards MEANING: when your standing in front of the car looking at motor the water pump turns Counter clock wise. Is this the way it was before?
