car wont start 3.8 volts on tps

I am helping a friend with his 90 gt mustang the car has basic bolt ons. headers msd box msd coil and a explorer intake.

The car will start, but once warmed up and turned off the car will crank but not start.

The first thing I did was hook up my code reader. it would not read codes, just a continous tone.

The fuel pump comes on when you turn the key to the on position. the cockpit auto meter fuel press guage reads 38 psi.

The tfi has been changed.

I checked the tps voltage at the green wire and it reads 3.8 volts. removed the tps and operated it with a screwdriver wile reading the voltage off the green wire and it changes but not much, no where near the .5 to .99 volts needed.

I read jrichter's list cranks ok but no start check list.

looking for ideas of where to go next.
 
Had the same thing happen a month or so ago on a buddy of mines car. Check you fuseable links. One of them is about half way burned into. Not sure on the 90 model, But on the 93 that this happen to me on the wire was yellow.
