Carb'd Emissions Question/Problem

Well, the 83 failed the sniffer today. NOx was perfect, HC perfect, CO was too high.

15mph
Limit .76
Read 1.05

25mph
Limit .80
Read 1.75

Any ideas what would cause this/means of sliding by on test day?
