It's your speedometer cable. It's a very common problem. Usually gets a little worse (ie louder) the colder the weather gets. To fix it, remove the dash, gain access to the back of the speedometer, remove the C-clip holding the speedometer, and apply some liquid graphite to the end of the cable. It may also be a good time to consider replacing the cable while you're in there. Either way, the chirping should go away. Good Luck.

TOB is the little round bearing that sits on the input shaft (trans). it is actuated by the clutch fork, which is actuated by the clutch pedal/cable). the TOB is what pushes on the diaphram fingers to disengage the clutch.

some have noticed that when the bearing gets noisy, applying a little pressure on the cable (i.e. resting one's foot lightly on the pedal) quells the noise. some folks temporarily (or permanently) dial in a little preload on the clutch cable to quiet them down.

to add to earlier sentiments, a noisy speedo (an excellent suggestion at that time!) is generally noisy at one speed (often while going very slow, right after starting up or when the car and ambient temps are real cold). but if you are RPM dependant on the noise, that does suggest the TOB. i would just be real sure before i toss a new one in - it is a little work to do one.

good luck.
